Zoran, you are so right. I have not heard/worked them on any needed band/mode yet, but this bad practice really has to stop. We, the amateur radio service, are known as self-policing, so let’s start and do it.
The only problem is, that this “hams” are not interested in QSL’ing at all, so you can not “punish” them this way. But let’s see if there is way to name those “pigs”; we all know them ;-).
